Even wholesalers must have sales tax licenses in Colorado and Denver. In fact, there is a special designation for wholesalers on the Colorado sales tax license. You also will be required to have two licenses: one for Colorado and one for Denver. To get the Colorado license, go to the Department of Revenue at 1375 Sherman Street in Denver. They have a walk-up window and the service is good. To get the Denver license go to the Business Assistance Center in the Wellington Webb Building at 15th and Court. They will direct you to the correct office. And yes, in this case, it is faster and easier to get these licenses in person.

Typically, the unincorporated areas in Colorado counties do not require business licenses. However, since the business license is mostly a way to enforce zoning regulations you might want to check with the planning and zoning department to make sure you are conforming. From the description of your business, you probably are.
